Abstract

The aim of international development cooperation is to combat poverty and improve the living conditions of people in low- and middle-income countries. However, the focus on quantitatively measurable outcomes does not necessarily reflect the full effects of development projects. This paper examines two monitoring and evaluation approaches to capacity development in a case study from Siphofaneni, Eswatini, to assess the effectiveness of capacity development interventions and to identify possible conceptual and practical improvements. The analyzed project involved infrastructure building for a secondary school and the provision of capacity development training for six school management committees. The inclusion of the CAS approach, as an example of systems thinking, plays a central role here. The analyzed case study outlines how crucial the endogenous perspective of the affected groups of people is and how important it is to give these groups a voice.
